Training Command – Military Academy (TC-MA) manages and develops the doctrinal system so that the AFCR potential and their capabilities can be fully used and optimally enhanced. It also organizes and conducts basic, professional and specialized training, career military development and education and training of Officers, WOs and Sergeant Corps. It provides training of active reserves in order to support and maintain modernization and development of the training facilities of the AFCR military training area, simulation and training technologies and planning of the training facilities utilization in sub-units and units of the AFCR and NATO and setting up conditions for the activities conducted by the foreign armies’ constituents. TC-MA is a departmental educational and training facility (departmental school) of the MOD CZ. The head of the TC-MA is the Chief of the Training Command-Military Academy.
Main Missions
In the area of personnel training:
- manage and run basic, professional and specialized training of military professionals and active reservists for the AFCR needs in required fields and skills;
- supervise and conceptually develop military career education and training within the AFCR, including preparation of students and graduates from the University of Defence (application courses);
- provide support to the Commander and Staff pre-deployment training and training of AFCR personnel to be able to effectively perform their duties at their posts within the NATO and EU structures;
- conduct and organize pre-deployment courses of crisis situation management for NATO civilian personnel and courses for journalists and diplomats before their deployment to crisis areas;
- in compliance with the Memorandum of Understanding between the Czech Republic and United Kingdom, to provide cooperation and logistic support to military training and courses conducted by the British military advisory and training team here in the Czech Republic (BMATT CZ);
- to implement new theoretical knowledge and practical experience in the individual and sub-unit training on the basis of results gathered and evaluated, from experiments and research performed by NATO member countries;
- analyze training results and effectiveness; submit proposals and recommendations for developing training methods and forms; guarantee professional growth and increase qualification of teachers and training instructors; provide information support to education and training;
- propose concepts and conduct basic and refresher training of drivers (automobiles, combat vehicles); conceptually develop and implement special training in specialized PT, airborne & SAR and diving courses.
In the area of development:
- develop the system of AFCR personnel training; cooperate with the Czech MOD constituents on the preparation of AFCR documents related to this subject;
- develop forms and methods of training and education of AFCR Sergeants, WOs and junior Officers.
- Contribute to the development of internal normative acts in order to implement and support AFCR personnel training;
- fulfill the coordination role with the AFCR General Staff and operational headquarters with particular emphasis on AFCR military personnel training, utilization of training facilities and development of military regulations and publications (doctrines);
- set and update financial means within the program financing of the AFCR in order to support the AFCR military personnel training and other activities of TC-MA in accordance with the Medium-Term Activity and Development Plan of MOD;
- contribute to the development of modern educational and training methods (CBT – Computer Based Training) including distance education and training (ADL – Advanced Distributed Learning, ADT – Advanced Distributed Training) with particular attention to E-learning development;
- organize professional conferences and workshops in order to support task solutions and experience exchange;
- organize conferences and seminars to facilitate specific tasks and exchange lessons learned from personnel training.
In the area of concept building:
- develop the AFCR doctrinal system, prepare and amend military regulations and publications in the area of operational and combat employment of the Arms and Services, in cooperation with the departments of AFCR General Staff;
- analyze and apply NATO standards pertaining to operational and combat employment of the AFCR arms and services, developmental trends in the field of operational and combat employment of the AFCR arms and services with the emphasis laid on ground and air forces and, submit proposals and recommendations for changes in organizational structures, operational and combat employment of the AFCR arms and services and their equipment, particularly during the development of military regulations, manuals and publication (INA);
- analyze contemporary operations in crisis areas and on the basis of the experience and conclusions made, to submit proposals and recommendations of changes in the sphere of training the AFCR personnel;
- represent the AFCR at meetings of NATO working groups focused on elaborating and updating NATO joint doctrines;
- fulfill the role of the National Center for NATO Concept Development and Experimentation;
- carry out collecting, sorting, analyses and accessing of lessons learned from military operations and main exercises and important training of troops and staffs.
